Winner Casino is infamous for harsh and one-sided terms and conditions, slow payment, and serious verification issues. Due to a longstanding pattern of making it hard for big winners to receive their winnings, OUSC has blacklisted the site.
Though the Zirconium Ltd. claims to be from Antigua and Barbuda, multiple players have had to send documentation to Winner Casino’s home office in the Philippines. One of its tactics is to use a single address for several online casinos. When documentation is sent to this address, it is conveniently sent to the wrong business. Sometimes, FedEx couriers cannot find anyone to sign for the package. Getting paid is a nightmare.

32 Red Casino Recommendation
International gamblers have so many good options, so they should not play at undependable sites. Instead, OUSC suggests players choose a site like 32red Casino. The site publishes its monthly payouts, so gamblers know the odds they face. Their terms and conditions adhere to the standards of the industry.
32 Red Casino uses software from Microgaming, 1X2gaming, and GamesOS. 32red Casino is a member of the industry watchdog group, eCOGRA, and is licensed in Gibraltar — widely considered the best regulatory authority in the online gambling industry. Over the years, the site has won “Casino of the Year” from several of the leading gaming publications.
Slots.lv Site Recommendation
American real money players searching for a trusted site should consider Slots.lv instead. Slots.lv has developed a reputation for quality games, competitive bonuses, and payment on time. The site offers table games, video poker, and slot machines. These games are designed by top software developers like RTG, Rival Gaming, and Betsoft. Payment methods include Visa, MasterCard, Skrill, Neteller, and bitcoin.
Reasons Winner Casino is Blacklisted
Below you will get the reason why our Winner Casino review has blacklisted this particular gambling site.
Blacklisted Because …
- Predatory Terms and Conditions
- Fund Confiscation for “Abusive Play”
- Requires “Notarized ID” to Receive Payment
- Harsh Term Enforcement to Deny Payment
- No Response to Player Complaints
Winner Casino has many complaints over a wide range of areas. The complaints against this brand are spread over a wide range of forums, including Ask Gamblers, CasinoMeister, and Gambler Grumbles.
We do not make decisions based on one single complaint or even several complaints found on one website. However, when a consensus of opinion forms from dozens upon dozens of different players posting on the leading trusted forums, it is time to declare a website bad.
The fact is, gamblers and gambling forums do not have an incentive to make negative attacks on online casinos. They have incentives to promote such sites if those casinos conduct good business. Winner Casino review displays they have a pervasive pattern of abuse, which is why OUSC has blacklisted Winner Casino.
Here is a sample of those complaints.
Slow Payment of Winnings
In June 2012, a person named “Ivanro” noted that Winner Casino had not paid his winnings, despite trying to work with Winner Casino since May of that year. Winner Casino posted that it had been trying to contact the player since May, and implied the lack of communication was due to the player’s phone number issues. Ivanro contradicted that version of the story, then told that his attempts to provide a “notarized ID via courier” had been thwarted by the website.
Ivanro mentioned that he sent his identification via Federal Express. He has the documentation to prove FedEx tried to deliver the package 8 straight business days, but had been unable to do so. This had cost the player $200 in shipping fees. Winner Casino noted that the shipment went to the wrong address. Again, Ivanro contradicted this version of events and was able to provide verification.
Player Quote on Winner Casino’s Slow Payment
Ivanro posted the following response to what he considered Winner Casino’s lies:
“So let`s not confuse the notarized ID absurd with security. It only serves as an excuse to keep winnings longer and as a means of making players gamble away their money or forget about it, if it is not worth the hassle. Not to mention the fact that sending such sensitive documents to the Philippines is a threat to the players security by itself. And you CANNOT guarantee the opposite. The fact that the delivery address is shared by numerous casinos and belongs to some third-party company, speaks for itself.”
This continued for some weeks. AskGamblers continued to ask if the dispute was resolved, but it had not been. Eventually, Ivanro said he had wanted a payment via Skrill, but had received a bank wire which would cost him a lot of money in fees. Winner Casino said the payment would take 21 days. A total of 11 months later, Ask Gamblers marked the dispute as resolved.
Boggit26 Complaint – Delayed or Throttled Payments
In September 2012, Boggit26 complained on AskGamblers about the slow payment of £25,748. In Boggit’s case, the payment was “throttled” by a payout limit of £10,000 a month. The player complained this should not have been the limited, because he deposited £12,000 and payment is supposed to be capped at 3 times the amount deposited or £36,000 in this case.
Boggit said he had been paid the first installment of £10,000, but kept the complaint open until he was fully paid. Ask Gamblers marked the complaint resolved in April 2013, a full seven months after the complaint was launched.
A common issue that the Winner Casino review found is the verification issues. The site demands players send notarized documents in order to receive their withdrawal. When the notarized identification is sent, Winner claims it either never received the documents, or something is suspicious with the documents.
The September 2012 case of VeryAndy is a good example. After winning £55,000 with the casino, Andy was owed £30,000 in winnings. The notarized documents had to be sent to the Philippines. Andy paid £80 to have his identification notarized, then another £40 to have them sent via courier to the Philippines. The player was given two P.O. boxes and a physical address at Yuchengco Tower 1 in the city of Ayala. Obviously, a PO Box does not work for a courier delivery, but no one would sign for the delivery at Yughengo Tower.
Eventually, over a “stressful” 3-4 week period, Andy was paid. Saying “The information for ‘where’ and ‘how’ to send documents could be improved”, Andy said that the Winner Casino staff was always available via Live Chat or phone. He also praised customer representatives Becky and Erica for their help.
Harsh Term Enforcement
Winner Casino is on the No-Can-Do List on Casinomeister, because a significant number of players have complained about harsh enforcement of its terms and conditions. The T&C are harsh conditions, in any case. For example, players who try to withdraw their winnings before meeting the wagering requirements have their winnings voided. Legitimate casinos do not allow a withdrawal to be made but allow players to keep the winnings and continue until they clear the rollover.
In one example, a player deposited $5,000 and received a welcome bonus. He lost all $5,000 and the bonus amount, so he deposited another $3,000. He lost all $3,000 and the bonus, so he deposited another $2,000. With this money, he ran his account up to $40,000 playing blackjack, roulette, and slot machines. When he tried to withdraw the money before his rollover was completed, he found his account was returned to $2,000. He was given no warning or no instructions; the one-time attempt to cash out caused his winnings to be voided.
This was in the terms and conditions, so the gambler agreed to the requirement before playing. Winner Casino is simply enforcing a policy it set in the beginning, but it’s a bad policy. Gamblers should always read the terms and conditions of a site before playing. If such rules are stipulated, they player should not make bets on that site.
No Response to Complaints
In 2011, a woman told the administrators of Gamblers Grumbles she tried to make a withdrawal of €5100, but she was told she must present the site with an “ID with photo, first name, last name, address, birth date, expiration date, and signature. Also they ask for bill with name, address, company, [day of the] month.”
Those are not unusual terms, but when she complied, a representative claimed the casino had never received any of these items. They then asked for “to send [a] notarized ID by courier,” but when she did this, they continued to deny they ever got the notarized ID. As she continued to send and send information, they continued to tell her the same thing: it was never received.
When she asked the player’s forum to inquire, GG was told Winner Casino only talks to players — not their representatives. Even when she gave her permission, they refused to talk. All they would tell Gamblers Grumbles was, “Rest assured that matter is being dealt with the customer.” This continued to be their attitude, though days and weeks passed without a withdrawal. As far as is known, the woman’s €5100 was never paid.
Claims of Non-Payment
The Wizard of Odds linked to a similar complaint on Ask Gamblers about a sister site to Winner Casino: Euro Max Play Casino. Using the Idebit system, a player deposited $35 and received a 500% bonus. The site claimed they never received payment, though Idebit recorded the transaction and said they had paid. When the player contacted via Live Chat, they were told to call support. Once on the phone with customer support, the representative denied ever receiving payment.
The complaint was never resolved. In fact, no complaints on AskGamblers against Euro Max Play Casino were ever resolved. The site seems to have been a minor player, from the number of complaints, but its connection Winner Group is more evidence they seem to lie.
Denial of Payment for Abusive Play
Another poster to Ask Gamblers said they could not make a withdrawal, because they were accused of abusive play. In May 2013, this player made a deposit of £200 and received a £600 bonus. With this money, he ran his account to £2,400 playing roulette. He cleared the rollover that night and decided to make a withdrawal, having cleared the terms for cashing out.
He was given the usual dog-and-pony show about sending a notarized ID. After the requisite amount of time bickering over whether the notarized ID had been received, the player then realized his deposit bonus and roulette winnings had been removed from his account. When he asked why, the representative told him Winner Casino’s management “checked your gaming pattern and we found that he violated our Terms and Conditions.”
Two weeks after the thread was started, a Winner Casino representative appeared on the AskGamblers thread to defend their actions. After saying the player’s account had been reviewed, the Winner rep said, “You were playing with your 300% bonus in an abusive way to collect the redeemed bonus funds.”
The player never responded to this post. After 4 days and 2 previous posts by AskGamblers, they closed the thread and marked the case as “Resolved.”
Ask Gamblers Casino Complaint Stats
This says something about how casino complaints are handled on AskGamblers. The benefit of the doubt is given to the casino — not the player. It’s fairly obvious that the casino did not restore the player’s bonus or winnings. The gambler appears to have realized he would never be paid and decided it was useless to continue to argue with the representative.
It appears Winner Casino arbitrarily seized the money due to “abusive play” without ever explaining what that means. Unless the player hacked the site, it is unclear how he can abuse the game of roulette in such a way to cheat online.
In all, 34 of 73 complaints about Winner Casino on Ask Gamblers were marked as resolved. Despite their cautious approach, more than 50% of all complaints never got resolved. The average size of the complaint was $5,408. That represents $183,000 in unpaid winnings. Not every resolved case involves payment, so the amount of cash taken from people on Ask Gamblers (alone) is probably above $200k.
Winner Casino Games
Even after all of that information, you do decide to play at Winner Casino, we provide additional information in the rest of our Winner Casino review below. We’ll be brief in describing the games, because were hoping you won’t choose to play at this site.
The table game selection our Winner Casino review was able to list is impressive. The site offers a version of Mahjong, which is a fun game with a good RTP. It also offers Tequila Poker, a table game you won’t see in most casinos. All the standards are here — and then some. Roulette and blackjack are discussed in their own section.
- Pai Gow Poker
- Solo Mahjong Pro
- Sic Bo
- Casino Hold’em
- Caribbean Stud Poker
- Tequila Poker
- Red Dog
Winner Casino Blackjack
Review of Winner Casino shows they offer 12 variations of blackjack. Games like Progressive Blackjack and 21 Duel would be entertaining, no doubt. I usually tout sites which offer multiplayer blackjack, because it restores the game to the way it’s played in a brick-and-mortar casino.
- Classic Blackjack
- Double Attack Blackjack
- Progressive Blackjack
- Blackjack Super 21
- Blackjack UK
- American Blackjack
- 21 Duel Blackjack
- Blackjack Switch
- Blackjack Surrender
- Multiplayer Blackjack
- Multiplayer Blackjack Surrender
Winner Casino Roulette
The sheer number of roulette styles at Winner Casino is impressive. The site has 13 different games, including several titles which would be highly attractive under other circumstances. I’m a big fan of Marvel Comics movies, so I’d love to play Marvel Roulette, but it isn’t worth it when you know the game is rigged.
- European Roulette
- Classic Roulette
- 3D Roulette Premier
- Premium Roulette
- Premium French Roulette
- NewAR Roulette
- Marvel Roulette
- Video Roulette
- Multiplayer French Roulette
- Mini Roulette
- Roulette Pro
- Premium American Roulette
- 3D Roulette
Winner Casino offers 13 versions of video poker, too. The choices here are fairly conventional; lesser known versions like Pick’em Poker and Megajacks are among the list of playable video poker games, so it’s not a bad selection.
- Pick’em Poker
- Joker Poker
- 4-Lines Deuces Wild
- Tens or Better
- Deuces Wild
- All American
- Jacks or Better
- Jacks or Better Multihand
- 4-Lines Jacks or Better
- Aces & Faces
- 4-Lines Aces & Faces
- 25-Lines Aces & Faces
Winner Casino also has 46 arcade games, which are called specialty games on many websites. This includes Keno, Bingo, Instant Scratch Cards, and mini-games. The scratch cards include a number of licensed Marvel Comics scratchies. I won’t list every single arcade game, but I’ll list some of the scratch cards which stand out.
- Rocky Scratch
- The Avengers Scratch
- Captain America Scratch
- Iron Man 2 Scratch
- Elektra Scratch
- Hulk Scratch
- Punisher Scratch
- Thor Scratch
- Ghost Rider Scratch
- 6 Million Dollar Man Scratch
- Rubiks Riches
- Rock Paper Scissors
Winner Casino Slot Machines
In all, Winner Casino offers 143 slot machines. These are the best-looking games from Playtech and Net Entertainment. Any player coming to the site is likely to be impressed by the design and layout. Naturally, they’ll assume these is a well-run company, but they won’t quite know what kind of a company it is.
Many of the games are meant to convey a familiar, friendly ambiance. Licensed slot machines of classic TV shows, comic books, and game shows are a part of the program.
- The Love Boat Slots
- Six Million Dollar Man Slots
- Captain America Slots
- Blade Slots
- Thor Slots
- Iron Man 3 Slots
- Spider-Man Slots
- Wolverine Slots
- X-Men 50 Lines
- Chippendales Slots
- Deal or No Deal UK
- Frankie Detorri’s Magic Seven Jackpot
- Monty Python’s Life of Brian Slots
I’ve noticed how much of the presentation is targeted at gamblers in the United Kingdom. Once again, I suggest such players choose a site like 32 Red Casino. You might not be able to play Monty Python Slots on 32red, but you’ll be able to cash out when it’s time to stop playing.
Progressive Jackpot Games
Finally, Winner Online Casino offers 29 different jackpot games. Titles like Beach Life, Megajacks, and Cinerama are among the progressive jackpots offered. Licensed slot machines like Blade Slots, Daredevil Slots, and Elektra Slots are also progressive jackpot games. Thor the Mighty Avenger and 50-Line Fantastic Four Slots are also available.
The problem with any of these games is you’ll never see the jackpot or you’ll see it a little at a time.
Live Winner Casino
I can see why players would be fooled by this website. Few online live casinos look as nice as the live dealer games at Winner Casino.
- Live Blackjack
- Live Baccarat
- Live Casino Hold’em
- Live Roulette
- Live French Roulette
- Live 3D UK Roulette
- Live Unlimited Blackjack
- Multi Game Live
Winner Casino Bonus Offers
Our Winner Casino review has the standard list of welcome bonuses, weekly promotions, and other player incentives they offer. Most of the bonus offers have a 35x rollover requirement. Remember, the terms and conditions of Winner Casino stipulate that anyone who tries to withdraw their money before the wagering requirement is cleared have their welcome bonus and winnings VOIDED. That means gone, if you try to withdraw $1 short of the rollover.

Winner Casino might treat its most high-volume VIP Club members better than the players who accept a signup bonus, win big money with the bonus offer, and try to cash out. They might see the value in treating such players well, knowing they can take money from them multiple times over the months and years.

A large amount of evidence seen on our Winner Casino review point to them being a rogue online casino. When a cross-section of players across a variety of forums have horror stories about “black hat” tactics, a site cannot be trusted. Online United States Casinos has blacklisted Winner Casino, because we do not want to be responsible for one more player being scammed on this site. We recommend American gamblers try a trustworthy site like Slots.lv, while we recommend non-Americans to try a top-rated online casino like 32Red Casino.
