Connecticut Gambling Laws: A Deep Dive

Unless authorized by law, gambling is illegal in Connecticut. However, the state’s stance on gambling is pretty progressive, creating many exceptions to that rule. 

As with most laws, there can be a lot of nuance. We will dive deeper into the legislation surrounding gambling in Connecticut below.

Land-Based Casinos

There are two tribal land-based casinos in Connecticut. Initially, the Pequot reservation began offering bingo in 1986 but expanded to other games in the early 90s. The Mohegan Tribe’s casino opened shortly after. 

Both locations are now massive resort casinos. They provide upscale hotels, restaurants, and live entertainment. Each offers a full range of games, including slots, table games, sports betting, and poker.

Horse & Dog Tracks

Horse race betting is legal in Connecticut, but you won’t find any racetracks.

However, there are other ways to get in on the action. Residents can still place wagers on simulcast races at the 12 off-track betting locations or online.

Dog racing is still legal in Connecticut but died out in 2005. There are no tracks currently in operation.

Bingo, Lottery, and Charitable Gambling

Bingo is legal at tribal casinos and when hosted by non-profit organizations that obtain a permit. The other forms of legal charitable gambling are raffles, bazaars, and sealed ticket sales.

A Brief History of Connecticut Gambling

Gambling in Connecticut dates back over a hundred with the 1830 ban of lotteries. The first horse racing track opened in Hartford in 1873, and several tracks followed.

It was relatively short-lived, however, because 50 years later, the State passed anti-gambling laws that banned horse race wagering, among other types of betting.

1939, Connecticut legalized charitable bingo, raffles, pull tabs, and casino game nights. It wasn’t for another 30+ years that the lottery appeared again in 1971. One year later, with the reversal of the State’s horse betting ruling, pari-mutuel wagering on horse races, dog races, and jai alai came to the State.

After the federal government passed the Indian Gaming Regulatory Act in 1988the Pequot Tribe in Connecticut expanded from bingo to slots and table games, which led to the first phase of the Foxwoods Casino in 1992.

The Mohegan Tribe opened the doors to the Mohegan Sun Casino four years later, in 1996.

May 25, 2021, brought about the legalization of online and retail sports betting, online casinos, and Daily Fantasy Sports. This landmark authorization allowed the tribes to partner with popular platforms to bring online casinos and sportsbooks to the State.
