Connecticut Gambling dates back to the 1800’s, as it began with harness racing in 1876. These types of events were unregulated until 1976 when racing and Jai Alai was legalized. There are no racing operations in Connecticut these days. Connecticut casinos located at Mohegan Sun and Foxwoods drastically reduced demand for the product.

Connecticut also has a state lottery. It offers more games than lotteries in other states. Charitable gaming is also legal in Connecticut. It is heavily regulated to prevent commercial entities from entering the space.

The first form of live regulated gambling approved in Connecticut was racing. This included greyhounds, horses, and Jai Alai. While these forms of racing are legal in Connecticut, there are no operating venues. Off-track betting parlors are available at many taverns throughout the state.

The Connecticut Lottery sells instant games and lotto tickets. These may be purchased in subscriptions of up to 52 weeks.

The most popular form of gambling is its newest, the Connecticut casinos. Mohegan Sun and Foxwoods offer two Las Vegas-style resorts. All of the typical casino games are available there. This includes slots, video poker, live poker, craps, roulette and house-banked card games. Foxwoods is one of the largest casinos in the world. It hosts one of the biggest poker rooms at 147 tables.

Gaming expansion in the northeast corridor has eroded gambling revenue at Mohegan Sun and Foxwoods. These Connecticut casinos are down nearly one-third in gaming win since the peak in the mid-2000’s.

Connecticut gambling lawsAccording to Connecticut gambling law, casinos are only allowed on tribal land. The Connecticut casinos must pay 25 percent of the slots win to the state in exchange for the gambling monopoly.

Horse racing, greyhound tracks, and Jai Alai are specifically permitted by Connecticut gambling law. The Connecticut casinos hurt racing revenue and no tracks operate today in Connecticut. To fill this void, taverns are permitted to offer off-track betting. This extends to mobile apps and websites operated by out of state companies. These OTB entities must be registered in Connecticut.

Connecticut gambling law permits the state to operate a lottery. These tickets may be sold through instant games and lotto drawings. The Connecticut Lottery connects with interstate drawings as permitted by law. Lottery tickets may not be sold over the Internet.

Charitable organizations may sell raffle tickets and hold bingo games. Only licensed nonprofits may spread these games. All revenues must be reported to the state and is included in a monthly report available on the state treasurer’s website.

The minimum Connecticut gambling age of 18 years is required for lottery and charity players. Racing and Connecticut casino patrons must have the minimum gambling age of 21 years old.

Connecticut Gambling History

Connecticut casinos historyHarness racing was the first form of Connecticut gambling. This type of betting went unregulated for 100 years. Charities were the first group to receive an exemption under Connecticut’s gambling laws. Bingo was approved in 1939. Raffles and other games of chance were added in 1955.

The Connecticut Lottery was approved by voters in 1971. The first ticket was sold the following year.

Betting on races became officially legal in 1976, including Jai Alai. This included simulcast races on horses and dogs. The state-operated the racing industry until 1993 when it was sold to Autotote Enterprises. Jai Alai ceased in Connecticut in 2001. That was not because it became illegal. Jai Alai is still permitted to this day. One venue ended Jai Alai and converted to Shoreline Star Greyhound Park. The other was transformed into an off-track betting parlor in 2001.

The last greyhound park in Connecticut closed in 2005. Horse racing has never operated in Connecticut after the 1976 regulation of the industry.

Nonprofits were granted the ability to offer Las Vegas nights in 1972. This allowed charities to offer casino-style gaming and keep the profits. This became the first step towards the legalization of casinos at Foxwoods and Mohegan Sun.

Foxwoods started a commercial bingo hall in 1986. The group decided that under the Indian Gaming Regulatory Act it could offer casino games due to charitable gaming laws that permitted casino nights. Foxwoods decided that it would roll out table games similar to those offered by charities in 1992. It reached an agreement with Connecticut Governor Lowell P. Weicker Jr. in 1993 to offer slots. Mohegan Sun joined the tribal gaming industry in 1996.

The two tribes do not pay taxes on table games. This is due to the perception of that form of gambling being legal for charities at the time. The state receives 25 percent in taxes on slot machines and video poker because the games did not fall under the charitable gaming law. The Las Vegas Nights law was repealed in 2003.
